Yes, they are wireless, but the bluetooth receiver (or w/e it is) only has enough bandwidth for a certain amount of controllers. I doubt nintendo would go and use something with twice the bandwidth necesarry, considering they wanted to make it as inexpensive as possible.

4 people use wiimotes, and 4 people sitting next to those first 4 people use the nunchucks dangling off the the wiimotes. I bet you anything it's something stupid like that. Keep in mind that all 8 devices are motion controlled individually, so if the game is relying on that for the aiming, then it's giving everyone the same advantage/disadvantage.
