Modded Japanese Saturn acting weird.

I recently came across a white Japanese Saturn (in beautiful condition I should add). It's doing some weird things. Here's what happens normally when I power it on:

-click-
No green light.
Spindle spins really fast (even with drive door open)
No display on TV.

So after messing with it for a little bit, plugging and unplugging and re-plugging and whatnot, I got it to do this:

-no click-
Green light comes on.
US bootup screen (?!)
US disc boots fine
The slightest bump causes the system to restart.

(Couldn't test any Japanese games because I couldn't get it to boot this way again.)

Opened it up and there appears to be a modchip installed.

Anyone know how to fix this issue? :D

Check and make sure the wires for the chip are still connected on the chip and where they go. You could have a loose wire, or it could be as simple as the chip is coming out of its slot.

Thanks, turns out the PSU wasn't re-seated properly.

It works now, but I'm having trouble getting some backups to play.
