The game code, some games just put out a different resolution (think 240p vs 480i).

From Wikipedia:
Progressive: 320x224 (NTSC) or 320x240 (PAL)
Interlaced: 320x448 (NTSC) or 320x480 (PAL)

There's also apparently a weird 256x224 that some games have.

Also, The two-player mode of Sonic the Hedgehog 2 uses a trick of interlacing to effectively double vertical resolution.

Ok so I now believe this is an issue with video out port. How does one repair the port

What makes you think it's the AV out port? If you jiggle the AV plug while it's plugged in, does the audio and/or video cut in and out?

The mini-DIN socket can wear out or break, and it is replaceable since it's a standard mini-DIN socket. However, finding the exact drop in replacement can be a pain in the ass. You have to make sure you get one where the PCB pins will match up with the PCB, and there's probably about 2 million sockets to sort through.

I would first check for bad solder joints.

Yes if you jiggle the cable then the picture will dim and the audio will cut in and out

Have you ruled out the cable itself? Sometimes it can be a little tricky to tell if it's the cable or the port.

Well I only have one av cable but I tried an rf and it worked. Of course I don't constantly have issues with the av cable either.

If you have a multi meter you can check the cable, although it's a little hard to do without a second set of hands.

Have you opened up the console and checked the solder joints for the AV connector? That's an easy fix, if it's the problem.

I have not checked the solder joints. What exactly would I be looking for? Just a spot where the solder doesn't connect?

Which model Genesis is it?

Open the console up and remove the PCB. Locate the AV out connector. Flip the board over and look at the solder joints for it. Look for cracks, or anything that sticks out to you when compared to all the other solder joints. If you're not sure, take a pic and post it here.
