You upstanding types probably know about this from its PSP release a few years ago. Well this just got released by XSEED for PC yesterday. I picked up the GOG version because I'm a rational person, but there's a Steam version available too. Besides the fact that you can play this game in better resolution with more robust hardware lighting on the PC (versus PSP), it also further encourages XSEED to finish localizing and publish its sequel, The Legend of Heroes: Trails in The Sky Second Chapter. They are planning to release said sequel later this year. But buying the first game can only expedite that process and provide the funds they need to reach that point.
PC update features:
The original PC edition of The Legend of Heroes: Trails in the Sky, upon which the PSP®(PlayStation®Portable) system title was modeled, is now available in English via Steam, GOG and GamersGate, with enhanced features back-ported from its prior English-language handheld debut.
This title may be obtained throughout the United States on any of these digital PC distributors for USD $19.99. International pricing will vary. For more information or for purchase, please click here to visit the official Steam product page, click here to visit the official GOG product page, or click here to visit the official GamersGate product page.
Features exclusive to the PC version:
Full support for numerous widescreen and fullscreen resolutions, including HD. Dynamic lighting and shadow effects in dungeons. High-resolution fonts for a cleaner, crisper storytelling experience. Significant reduction of load times. Customizable controls. Steam Cloud support (Steam version only). A wide assortment of achievements, both challenging and lighthearted (Steam version only).
Enhanced features carried over from the PSP version:
Selectable difficulty level after first playthrough. New Game +. English battle voices (can be turned off if desired). “Retry Offset” functionality, to lower the difficulty of a battle with each subsequent retry (can be turned off if desired).
*Note that the PC version of The Legend of Heroes: Trails in the Sky is not rated by the ESRB.

You do not have to play these in order. That would be tough anyway (assuming you can't read Japanese) since part II was never localized. TitS is part VI and the beginning of a "sub-trilogy" within the main series. Just start with it. It's the best one.
The plot is both good and epic. I remember the pains then-editor Jessica Chavez lamented about on her blog while she worked at XSEED:
Trails in the Sky... What can I say? It's long. It's so long that many companies have avoided localizing it for years (the body count has always been off-putting for some reason). Conflicting reports put the total game text at ~1.5 million Japanese characters, but all 'I' know for certain is that I worked from home 11-14hrs a day, 6 days/week, lost 7lbs, cut off 18inches of my hair and used the XSEED twitter account to further the cause of bacon on more than one occasion. In the end we had to employ a total of 3 translators, 1.25 editors (myself, and Tom had to jump in the last month to help me finish chapter 4) and one or two other helpful Sora no Kiseki experts that didn’t mind spontaneous Instant Messages asking about whether or not certain characters would be at home saying things like, “Lo! I am hoist with my own petard!” I believe all the translators survived mostly intact, and Tom reports cheerfully from my left as I type this that he sort of misses TitS and also thinks he has Stockholm Syndrome. Our manager, on the other hand, does this kind of thing all the time and just laughs at our weakness.
http://xseedgames.blogspot.com/ You won't be disappointed with the length and quality of dialogue / plot in this game. It's really in its own class.
I snagged this on the PSP a while ago, so I'm not sure if I want to grab the GOG version. Then again, the game originally was PC game and the PSP version was a port. And I imagine it's less likely all three parts will be localized for the PSP; the later chapters might just be PC only.

I bought it. But I also have the PSP version and have never really played it. For some reason I think I'm more likely to play this on PC even though I often prefer portables for RPGs.

Report back with how the keyboard controls are. That might end up being whether or not I snag the GOG version or stick with just my PSP version.
